Salary Range:                  $40,000 to $40,000 annually

PRIMARY FUNCTION: 

Performs various professional-level human resources work and carries out responsibilities in some or all of the following functional areas; recruitment, benefits administration, and employee relations.
This role requires a detail-oriented professional who ensures accuracy, consistency, and compliance in all HR processes while fostering a positive work environment.

RESPONSIBILITIES:

1.                   Manages employee recruitment and onboarding processes including, but not limited to requisition management, posting of vacancies, review and screening of all employment applications, corresponding with applicants, development of interview questions, scheduling and participating in all interviews, securing approvals for hire, management of the reference and background check process, and new employee orientation/onboarding.

2.                   Serves as chair of the wellness committee and ensures that strategic goals related to employee wellness are met.

3.                   Process inquiries related to verification of employment.

4.                   Enters general employment information into the College's administrative system and ensures the integrity of such data.

5.                   Establish and maintain personnel records, and other department files, documents, contracts, etc. Protects the confidentiality, security, and permanency of records.

6.                   Serves as a liaison, as appropriate, with external agencies and prepares necessary forms and reports.

7.                   Assists with benefits administration.

8.                   Respond to various audit requests.

9.                   Respond to the Bureau of Labor Statistics and similar data requests. 

10.               Assists with the planning and implementation of employee events.

11.               Completes certifications, terminations, and other events for the State University Retirement System.

12.               Review payroll inputs in conjunction with the business office.

13.               Performs some clerical functions including, but not limited to, meeting coordination, filing, proofreading, and ordering and inventorying office supplies and departmental forms; maintaining spreadsheets and databases; and creating purchase requisitions.

14.               Acts in a confidential capacity or directly assists the supervisor in formulating, determining, and effectuating policies concerning labor relations and has access to information relating to the effectuation or review of the College’s collective bargaining policies by assisting the Human Resources Director with the processing of pay increases and maintaining and accessing files containing the College’s alternate collective bargaining proposals, negotiation notes, potential negotiation strategies, and cost analyses of alternate economic proposals.

15.               Coordinates all processes associated with the Blood borne Pathogens Program.

16.               Serves as the local election official for the Board of Trustees Election.

17.               Processes Statements of Economic Interests.

18.               Performs other duties as assigned by the supervisor.

 

SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibilities.

1.                    An Associate degree or appropriate combination of education and experience is required.

2.                    Strong problem solving skills, high attention to detail, and the ability to function effectively and professionally under pressure is required.

3.                    Two years of administrative support experience is preferred. 

4.                    Experience in employee recruitment and benefits administration is preferred.

5.                    Ability to manage, lead, and influence a diverse dynamic student population and staff is preferred.

6.                    Experience with Microsoft applications and personal computer skills are required with the ability to learn the Spoon River College information system, HR-related software, and new programs as technology changes.

7.                    Must possess a high level of confidentiality and accuracy. Must possess the ability to manage multiple and competing priorities; deal with conflict appropriately; withstand pressure, and remain calm in tense situations.  Must possess problem-solving skills; flexibility, dependability, and responsibility.  Must possess the ability to work in a team-centered environment and demonstrate a positive attitude.

8.                    Highly detail-oriented with strong analytical and organizational skills. Must possess superior interpersonal, client service, and verbal and written communication abilities, including public speaking.

PHYSICAL DEMANDS / WORK ENVIRONMENT:  The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Physical demands for this position include the ability to regularly sit, use hands and fingers, talk, and hear.  This position requires limited standing, walking, reaching, stooping/kneeling.  Vision requirements for this position include close vision including the ability to view text from a computer monitor.  This position requires some driving, the majority of which is within the College district.

The work environment for this position includes a typical office environment with no extremes in temperature, noise, and limited physical risk.
