PRIMARY FUNCTION: Under the direction of the Vice President for Educational and Student Services, the Dean of Career and Workforce Education provides administrative leadership and oversight for Career and Technical Education (CTE) instructional programs and researches the viability of new programs and their implementation. Promotes teaching excellence and student learning with the goal of student success and continuous improvement of CTE programs. Manages, coordinates, develops, and executes a variety of projects related to CTE and related new programs. Oversees all administrative, academic, and fiscal matters of assigned programs.
Additionally, the Dean of Career and Workforce Education provides administrative leadership and oversight for Community Outreach and Adult Education Programs to support the college’s mission, providing direction and support of instructional programming, fostering community engagement, and oversight of fiscal matters.
RESPONSIBILITIES:
1. Provides leadership and coordination in support of career, technical, and emerging occupational education programs and services.
2. Leads and coordinates Adult Education, Vocational Skills (VSK), Workforce Education, and Continuing Education (CE) programs, ensuring effective support and alignment with institutional goals.
3. Conducts comprehensive analysis to identify program and employment needs and areas for growth and improvement.
4. Provides leadership in planning, developing, and maintaining high-quality, up-to-date career and technical education (CTE) programs consistent with changing workforce and community needs.
5. Provides innovative and insightful leadership for all relevant academic programs including evaluation of existing programs, developing new programs, and curriculum development.
6. Supervises and provides support to the Director of Career and Technical Education. Provides leadership and oversight of all aspects of Perkins including Programs of Study and Advisory Committees.
7. Collaborates with various constituents to research, identify, recommend, and assist in the development of approved grant opportunities for the College in support of its mission. Completes or provides support for grant applications, implements and oversees grant activities, and monitors budget expenditures in conformance with the terms of approved grant-funded initiatives.
8. Represents Spoon River College with various business, education, and agency partnerships related to CTE programs.
Provides innovative and insightful leadership to the academic community and strengthens partnerships with institutions, organizations, businesses, and individuals that enhance the College's reputation. Builds partnerships with K-12 institutions to foster a positive collaborative relationship.
9. Provides college-wide leadership in the planning, developing, reporting, and integrating of the strategic plan, career clusters, and the instructional three-year plan.
10. Prepares and manages budgets and expenditures in consultation with Division Chair(s) and Directors for Community Education, Vocational Skills, Workforce Education, Adult Education, and CTE programs and assigned grants, while assisting faculty in obtaining needed instructional resources. Provides input for planning and maintains appropriate funds to sustain CTE programs.
11. Provides leadership for customized and contracted training for public and private sectors.
12. Facilitates a seamless transition between workforce training and career/technical education.
13. Oversees college-wide career and technical education programs including supervision of the day-to-day operation of career and technical education programs.
14. Assists in the coordination of fall, spring, and summer schedules and staff assignments for all areas of responsibility.
15. Conducts program reviews and other program-related evaluative reports for CTE programs.
16. Serves on various college committees, advisory boards, and task forces and represents the college in local, regional, and state activities. Promotes collaboration among CTE faculty to actively support student recruitment and engagement in the advising process.
17. Prepares and maintains instructional reports for Spoon River College as assigned, while also ensuring compliance with relevant guidelines and standards. Develops program goals and objectives and monitors outcomes.
18. Works with students and faculty to resolve conflict and participates in the appeal process.
19. Recruits, recommends for hire, supervises, and evaluates full and part-time CTE faculty and staff according to policies and bargaining agreements.
20. Serves on the President’s Cabinet and Crisis Response Team.
21. Performs other duties as assigned by the supervisor.
SUPERVISORY RESPONSIBILITIES:
Performs supervisory responsibilities in accordance with federal and state employment law, college policies and procedures, the supervisor handbook, and relevant collective bargaining unit agreements with regard to recruitment and selection, timely review and approval of timesheets, assigning workload and projects, performance evaluation, discipline, communication, departmental leadership, and day-to-day supervision.

1. A master’s degree in a field related to Workforce Development, Career Services, or Technical Programs, is preferred. Alternatively, a bachelor’s degree along with a minimum of three years of experience managing Workforce Development, Career, or Technical programs — including but not limited to oversight of Federal Perkins funds and industry certifications — is also acceptable. At a minimum, a bachelor’s degree in a related field from a regionally accredited institution is required. In cases where the candidate meets all other qualifications but does not yet hold a bachelor’s degree, this requirement may be waived, provided the individual agrees to obtain the degree within an agreed-upon timeframe.
2. Experience working in an educational setting is required.
3. Experience in career and technical education is required.
4. Higher education administrative experience with a demonstrated track record of effective management and leadership is required.
5. The ability to assume responsibilities and work independently with a minimum of supervision is required.
6. Must be dedicated to student success and be committed to the community college system. Must possess the ability to assist, influence, and work with a diverse dynamic workforce and student population.
7. Must possess experience with Microsoft applications and personal computer skills required with the ability to learn the Spoon River College information system and new programs as technology changes.
8. Must possess a high level of confidentiality and accuracy. Must possess the ability to manage multiple and competing priorities; deal with conflict appropriately; withstand pressure, and remain calm in tense situations. Must possess problem-solving skills; flexibility, dependability, and responsibility. Must possess the ability to work in a team-centered environment and demonstrate a positive attitude.
9. Must possess organizational abilities, superior interpersonal skills and client service skills, and verbal and written communication skills with the ability to speak before groups.
10. Budgetary skills including grant writing and management of funds and policy development and oversight are highly desirable.
11. Experience working with organized labor is preferred.
PHYSICAL DEMANDS / WORK ENVIRONMENT: The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Physical demands for this position include the ability to regularly sit, use hands and finger, talk and hear. This position requires limited standing, walking, reaching, stooping / kneeling. Vision requirements for this position include close vision including the ability to view text from a computer monitor. This position requires some driving, the majority of which is within the College district.
Work environment for this position includes typical office environment with no extremes in temperature, noise, and limited physical risk.
