Salary Range: $70,000.00 to $85,000.00 Annually
 

PRIMARY FUNCTION: The Director of Human Resources at Spoon River College manages and oversees all human resources functions across the institution. Key areas of oversight include staffing and recruitment, employee and labor relations, position classification and compensation, policy development and implementation, HR information systems, leave management, student employment, and training and organizational development. The HR Director also plays a crucial role in setting short-term and long-term goals for human resources initiatives.

 

The HR Director provides leadership over the delivery of a progressive and innovative HR program that contributes to the attainment of the College's strategic plan and mission.


RESPONSIBILITIES:

 

1.                   Develop and implement the overall human resource strategy for employees in alignment with the goals of the college. Assess campus climate and develop long-range and short-term planning for human resources initiatives and programs. 

2.                   Works directly with supervisors and administrators to assist them in carrying out their responsibilities on personnel matters, such as recruitment, selection, compensation, promotion, discipline, transfer, and termination of employees.

3.                   Lead and manage all administrative and operational aspects of labor and employee relations. Collaborate with College Administration to develop bargaining strategies, providing direct oversight of the bargaining process with faculty and staff. Offer leadership in the implementation and enforcement of policies and collective bargaining agreements, including handling grievances, contractual issues, and disciplinary matters.

4.                   Direct and oversee effective employment record keeping, classification, credentials, compensation, and student employment.

5.                   Provides reporting services for institutional needs and required state and federal reports. This includes completing the ICCB Faculty and Staff Salary Data C1, Faculty and Staff Supplementary Information, Employment Plan Surveys, and Annual Faculty and Staff Salary and Benefits Data C3 Surveys. 

6.                   Provide leadership and management for strategic planning, fiscal management, and continuous improvement for human resources services.  Participates in the development of the College’s strategic plan.

7.                   Serves as the human resources and/or college representative on committees as needed or assigned.  This includes the Crisis Response Team, Institutional Effectiveness Committee, Insurance Committee, Title IX Team, and President’s Cabinet.

8.                   Develop and execute college-wide HR programs, such as new employee orientation, training and supervisory management development, performance evaluations, employee engagement programs and recognition initiatives, employee satisfaction surveys, exit interviews, and outboarding.    

9.                   Provides credible advice and sound decision-making and maintains a high level of confidentiality. 

10.               Maintains current data on statutory regulations about employment-related guidelines and practices and ensures the College’s compliance.  Remains current with labor laws and consults with legal counsel as appropriate.

11.               Responsible for developing, implementing, and enforcing human resources operational policies and procedures, both for the office and the campus, as appropriate.  Ensures alignment and compliance with college, state, and federal policies and statutes.  Guides HR policies and procedures and advises SRC administration, supervisors, and employees on human resources matters.  Maintains the College’s Policy and Procedure Manual and works with the Online Coordinator on website updates.  

12.               Creates, reviews, and updates employee job descriptions. 

13.               Coordinates bi-weekly payroll process with the business office.

14.               Administers the benefits packages including enrollments and terminations. 

15.               Processes the monthly billings from insurance providers and review the bills for accuracy.  Resolves any discrepancies. 

16.               Reviews and manages the various fringe benefits programs.

17.               Oversees recruitment initiatives and activities.

18.               Maintains a current organizational chart.

19.               Coordinates the worker’s compensation and unemployment claims, payments, hearings, and appeals.

20.               Serves as the College’s Equal Employment Opportunity/Affirmative Action Officer/Title IX Deputy and investigates harassment complaints when necessary.

21.               Performs other duties as assigned by the supervisor.

 

SUPERVISORY RESPONSIBILITIES:

 

Performs supervisory responsibilities in accordance with federal and state employment law, college policies and procedures, the supervisor handbook, and relevant collective bargaining unit agreements with regard to recruitment and selection, timely review and approval of timesheets, assigning workload and projects, performance evaluation, discipline, communication, departmental leadership and day-to-day supervision.

1.                    A bachelor's degree in a related field from a regionally accredited institution is required. A master’s degree is preferred.

2.                    A minimum of five years human resources experience is required.

3.                    SPHR and/or PHR certification or SHRM-CP and/or SHRM-SCP is preferred.

4.                    Budgetary skills and policy development and oversight is required.

5.                    Excellent management and leadership skills are required.

6.                    The ability to assume responsibilities and work independently with a minimum of supervision is required.

7.                    Experience working in labor relations including contract negotiations is required.

8.                    Demonstrated track record of effective management and leadership is required.

9.                    Administrative and supervisory experience is required, preferably in a community college setting.

10.                 Experience with Title IX as a Coordinator or Investigator is preferred.

11.                 Must possess organizational abilities and superior interpersonal, oral, and written communication skills to obtain participation and input from faculty, staff, administration, and the community to further the Spoon River College vision and mission.

12.                 Ability to manage, lead, and influence a diverse staff.

13.                 Ability to manage multiple and competing priorities; deal with conflict appropriately; and withstand pressure and remain calm in tense situations.

 

PHYSICAL DEMANDS / WORK ENVIRONMENT:  The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

 

Physical demands for this position include the ability to regularly sit, use hands and fingers, talk and hear.  This position requires limited standing, walking, reaching, stooping/kneeling.  Vision requirements for this position include close vision including the ability to view text from a computer monitor.  This position requires some driving, the majority of which is within the College district.

 

Work environment for this position includes a typical office environment with no extremes in temperature, noise, and limited physical risk.
